If you don't have the parts laying around then that will be about $50 if you have the computer. If you want to program yourself you'll need to get the right equipment, not expensive if you hack at it, a 32bit win XT box with a real RS-232 port, a Motorola RIB (radio interface box) and the right cable for the MCS2000. Great for ham or SAR work since they are legal on narrowband FM.
One of the best mobiles that Motorola put out in the 90s, you still see them in service today.
